From the Hudson River, Old Tappan land was right across the salt meadow and through the Tappan Creek valley. The area was originally settled by the Lenni Lenape in 1682. However, a couple of years later (5 to be precise), the Tappan patent (the legal title deed) was granted to 13 Dutchmen and 3 free Negroes by Thomas Dongan (the governor at the time).

This Tappan patent is believed by historians to be the only one to have been granted to both whites and blacks on an equal basis. They were all prosperous farmers and came from the Bouwerie settlement. As they increased in number and the settlements became crowded, they proceeded to buy land in the wilderness (this was in the 17th century).

Now, the Old Tappan of 1682 was considerably larger than the present Old Tappan borough. For 86 years, Old Tappan was a portion of Orange town in Orange County. Tappan at that time was the county seat and the initial public structures were erected in the region. These structures included a courthouse, an inn, a jail, and a church.

The inhabitants of Old Tappan served in the County’s militia and paid taxes to New York, which served as fence viewers, roadmasters and assessors of Orange town. The people spoke the Dutch language and practiced Dutch customs.

Old Tappan became an independent borough in 1894 during the Boroughitis phenomenon.
